Role Summary:

Ensures the company’s ICP comply with international and national export control laws, sanctions regulations, and other trade compliance requirements, especially China related regulations. As a subject matter expert, the role supports the regional ECC team and business units in navigating the evolving geopolitical landscape, particularly in relation to trade compliance topics like dual-use goods, technology transfers, and cross-border transactions etc.


Primary Responsibilities:

  • Regulatory Monitoring & Analysis:
  • Monitor updates from international and national trade compliance regulations, especially Chinese authorities (e.g., MOFCOM, Customs, State Council) on trade compliance relevant regulations.
  • Draft implications in clear, actionable terms and ensures consistent distribution of relevant information in the internal organization, including Operating Companies.
  • Analyze the impact of regulatory changes together with regional ECC team on business operations and contribute to the implementation of ECC regulations
  • Internal Control Program (ICP):
  • Contribute to the development, localization, and maintenance of the global ICP to reflect Chinese regulatory requirements.
  • Ensure alignment with international and national compliance frameworks (e.g., US EAR, EU Dual-Use Regulation and China Export Control regulation, etc) where applicable.
  • Compliance Advisory:
  • Provide expert interpretation of Export Control regulation, especially Chinese export control laws and regulation (e.g., Export Control Law of the PRC, Unreliable Entity List, Anti-Foreign Sanctions Law, etc).
  • Provide advisory supports regarding ECC compliance strategies and risk mitigation on daily operations and strategic projects, involving technology transfers, joint ventures, and supply chain restructuring, etc.
  • Interface with ECC RR and regional team to embed compliance into operational processes.
  • Licensing
  • Liaise with national regulators and internal stakeholders to verify legal requirements and support timely and accurate submissions.
  • Support China team of BIS or BAFA Export Control license application  
  • Due Diligence & Screening:
  • Support sanction party screening and business partner due diligence, especially in high-risk jurisdictions.
  • Assess risks related to Chinese sanctions lists and foreign countermeasures.
  • Training & Awareness:
  • Develop and deliver training programs on export controls and sanctions compliance.
  • Promote a culture of trade compliance across the organization.



Minimum Qualifications & Skills:

  • Law degree from a recognized Chinese university; bar qualification is a plus.
  • 8+ years of experience in Chinese export control, trade compliance, or international trade law.
  • Deep understanding of Chinese legislation regime, especially export control laws, sanctions regimes and customs.
  • Familiarity with global trade compliance frameworks (US, EU, etc.) and their intersection with Chinese regulations.
  • Strong analytical skills and ability to simplify complex legal concepts for non-legal audiences.
  • Experience in managing regulatory interactions and license applications.
  • Excellent communication skills in Mandarin and English.
  • Ability to work independently and collaboratively in cross-border, cross-functional teams.
  • Proficiency in MS Office and ERP systems (SAP GTS experience is a plus).
  • Experience in MedTech or high-tech industries is an advantage.
  • Hands-on Experience in China export control license application and communication with MOFCOM is a plus.
